Driven by the desire to make the Rhone a powerful generator of economic development and ecological transition in the territories, the 5Rhône Plans rely on close partnership with territorial actors and set in motion a common mission of development in the Rhone Valley.
CNR thus provides technical and financial assistance to projects driven by local stakeholders (territorial authorities, associations, professional organisations, etc.) and builds infrastructural projects that respond to common goals of energy and ecological transition around the river.

The 1st 5Rhône Plan in a few figures
Halfway (2022/2025), the 1st 5Rhône Plan is:
- €94 M€ of investments
- More than 400 projects supported,
- €60 M of purchases made in France, of which 2/3 are in the Rhone Valley,
- 1,250 jobs generated of which more than half are in the Rhone Valley.

Energy
Assisting energy transition in the Rhone Valley e
Objectives:
- Pursue exploiting the energy of the River Rhone and diversify modes of electricity production,
- Develop renewable hydrogen production to decarbonate industrial processes and mobility,
- Assist the projects of the territories of the Rhone Valley to develop renewable energies and energy efficiency.
Examples :
- Innovating with linear photovoltaics: the OPHELIA demonstrator (Vaucluse),
- Building the small hydropower plant at Vallabrègues (Gard).
Navigation
Developing river transport and modal transport on the Rhone-Saone-Mediterranean corridor
Objectives:
- Improve the reliability, safety, availability, and the capacity of navigation structures;
- Strengthen the quality of service for skippers;
- Develop goods transport along 330 km of wide gauge navigable waterway and modal transfer at the 17 industrial and port sites between Lyon and Marseille;
- Support the growth of river tourism;
- Contribute to the development of pleasure boating on the Upper Rhone.
Examples :
- The modernisation of river infrastructures: the example of the public quai at Solaize (Rhone);
- The promotion of river tourism: Savières canal (Savoie).
Agriculture
Contributing to transition to sustainable agriculture
Objectives:
- Maintain agricultural activity while preserving water resources;
- Optimise the energy consumption of farms while preserving crops from climate fluctuations;
- Innovate to adapt agriculture to climate change;
- Promote the re-localisation of agricultural production in the Rhone Valley and local food sourcing.
Examples :
- 3 testimonies from farmers (APREL – CASMB – CCVD), winners of the 1st call for projects “Assist agricultural transition in the Rhone Valley together”;
- The return of pastoral grazing in the Rhone Valley.
Environment
Preserving the River Rhone as a living and dynamic corridor of biodiversity
Objectives:
- Contribute to the balanced management of water resources in the Rhone-Mediterranean basin through ecological and hydraulic restoration actions;
- Preserve biodiversity;
- Manage CNR’s industrial heritage sustainably;
- Nurture and disseminate technologies and systems in the service of preserving life and natural resources.
Examples :
- Make the Rhone a living river: the hydraulic and ecological restoration programme south of Lyon;
- Local plants to restore the biodiversity of the Rhone Valley: the grafting park of Soyon.
Additional actions
Make the river the link between the territories and their populations
Objectives:
- Support the economic and industrial development of the territories;
- Win back the river banks with development projects that draw the population and the river closer together;
- Finalise the ViaRhôna cycle track from Lake Geneva to the Mediterranean to draw the inhabitants living near the river closer together;
- Develop river tourism;
- Promote the culture of the Rhone Valley by highlighting the heritage and sports and leisure activities linked to the river.

- Opening the doors of the hydropower plants to the public: The Energy Circuits at Génissiat and Bollène.
Strong partnership dynamics
The 5Rhône Plans embody the trust that CNR enjoys with its stakeholders and the redistributive nature of its model.
They are included in the Interregional State – Regions Plan Contract (CPIER) through the Rhone Saone Plan, which gathers the State, its agencies, the Regional Councils of Occitanie, Provence-Alpes-Côte-d’Azur, Auvergne-Rhône-Alpes and Bourgogne-Franche-Comté, CNR and EDF, around the Rivers Rhone and Saone.
CNR is the leading financial partner, present from the launching of this major project in 2005. It contributed €209 M to the first two plans and is committed to providing €180 M to the plan between 2021-2027.
These partnership dynamics are also present in the projects of which CNR is the owner. Its projects for river transport, the environment, and innovation in RENs benefit from public subsidies: local authorities, the State and the European Union, make it possible to maintain a high level of ambition and secure their recognition. During the first 3 years of the 1st 5Rhone Plan, CNR obtained more than €7 M in subsidies.
