INAUGURATION OF CHAUTAGNE AND BELLEY LOCKS

On Friday 8 October 2010, Michel Margnes, Chairman and CEO of the Compagnie Nationale du Rhône and Henri Ducré, Director of the Energy Branch of GDF SUEZ, inaugurated 2 new locks on the Upper Rhone in the presence of Bernard Accoyer, President of the National Assembly, Christian Monteil, President of the General Council of Haute Savoie, Rachel Mazuir, Senator and President of the General Council of Ain, and Edgar Grospiron, Managing Director of the candidature of Annecy for the Winter Olympic Games of 2018.

After 2 years of works, it is now possible to cross the hydropower plants of Chautagne and Belley (01) thanks to the opening of two locks, respectively located on the left bank of the hydropower plants of Anglefort (Chautagne development scheme) and Brens-Virignin (Belley development scheme) on the concession belonging to the Compagnie Nationale du Rhône.
These new locks allow boats to cross heads of about 18 m and open up 57 km of additional navigable waterway on a section stretching from Seyssel (74) to Brégnier-Cordon (01) on the one hand and giving access to Savières canal and Lake Bourget on the other. The "Freyssinet" gauge locks (40 m long and 5.25 m wide) allow pleasure craft to pass through in total safety as the locks are operated in semi-automatic mode by the skippers of the boats themselves (or by tour guides during the summer season).
The works required an investment of €39.5 million.
They started in 2008 in the framework of CNR's 1st Plan of Missions in the General Interest (2004-2008) and were completed in June 2010 in the framework of the 2nd MGI Plan (2009-2013).
The first plan had a budget of €125 million, while the 2nd plan has a budget of €160 million. CNR's MGI plans are dedicated to 4 main areas:
- Navigation and developing the navigable waterway
- Renewable energy production
- The environment
- Strengthening local ties.

Restoring partial navigability to the Upper Rhone will dynamise economic activity along the river and opening the locks should allow professionals in the tourism sector to diversify and complete the supply already existing in the valley. The additional 57 km of navigable waterway are intended to generate greater numbers of daily and half daily passenger boat trips and develop links with the natural and cultural activities along the Rhone: access to the Via Rhôna cycle track, the "Escale Haut Rhône" museum and the future 120 berth marina inside the intermediate basin between the two locks at Belley, planned for summer 2011, etc. The construction of these locks in the service of the community allows CNR to return to its historic role as developer of the river for which it has held the concession for 75 years.

RESULTS FOR 2009 AND OUTLOOK FOR 2010

THE COMPAGNIE NATIONALE DU <?xml:namespace prefix = st1 ns = "urn:schemas-microsoft-com:office:smarttags" />RHONE ACHIEVES ITS SECOND BEST YEAR EVER <?xml:namespace prefix = o ns = "urn:schemas-microsoft-com:office:office" />

Once again the results of CNR, France's 2nd largest electricity producer, prove the solidity of its business model based on controlling the entire value chain. The Company has reached the perfect balance between industrial strategy and the collective interest through the "Rhone model" that it has deployed in recent years. In this model, CNR is not only in control of its production facilities, it also markets the energy produced by them on international electricity markets while simultaneously pursuing its Missions in the General Interest. In brief, a unique model of concession management in France.

Thus it is strengthening its development in intermittent energies (small hydropower, wind power and solar energy plants) to prepare for the future and make it France's leading producer of 100% renewable energy.

To prevent risks of fast variations in water levels downstream of dams, the Compagnie Nationale du Rhône is starting up its “Loulotte the Otter” safety campaign for the 14th year running, from June to the end of August 2010.

The Compagnie Nationale du Rhône (CNR) carries out a large number of actions to enhance the Rhone and its environment and works in partnership with associations and local authorities to make the river, which attracts forever more people, a place of leisure and nautical activities.
However, it is vital to warn the public and make it aware of the dangers of the river close to hydropower facilities. Thus every year the company’s mascot “Louloute the Loutre” gives instructions to the public that comes to the river in search of relaxation and leisure activities.
The following rules for caution must be obeyed in all circumstances:
- If the water level rises, go immediately to the river banks without waiting.
- Follow the signals.
- Take heed of the panels signalling the areas where bathing is forbidden and watch over children by the riverside. The danger is real: it is dangerous to venture in the bed of this river or on the islands and gravel banks. A sudden rise in the water level can make return to the banks difficult and even impossible.
- Take care; the water can rise very quickly.
- Even during fine weather, the Rhone can rise in only a few minutes and cover the islands and gravel banks. Remain on the banks for your own safety.

Louloute targets schoolchildren

As part of its policy of strengthening local ties and communication, the Company implements an approach to make young people aware of the dangers of the river. This year the campaign was presented to over 1,500 children attending schools close to the river with the distribution of T-shirts, postcards, Frisbees, and above all a teaching booklet titled “The water of the Rhone: its uses and dangers”.

Furthermore, the awareness campaign is diffused widely via different media:

- An information letter from the Chairman of CNR has been sent to the Prefects of the Regions and Departments along the Rhone as well as to the company’s shareholders.
- 22,000 leaflets (in French, English, Spanish, German and Dutch) and 11,500 teaching booklets have been distributed directly by CNR’s representatives to tourist offices, town halls, schools, post offices, gendarmeries and associations as well as to tourist sites on the river banks.
- More than 3,000 radio messages and 24 inserts are being disseminated in the regional and specialised press from June to the end of August.
- Information is provided to the public directly by CNR’s employees and specially trained seasonal workers.
- An interactive animated cartoon of Louloute fishing, canoeing, bathing and cycling can be seen on the Compagnie Nationale du Rhône’s Internet site www.cnr.tm.fr.

THE LOCKS OF CHAUTAGNE AND BELLEY OPEN FOR PLEASURE CRAFT

THE LOCKS OF CHAUTAGNE AND BELLEY OPEN FOR PLEASURE CRAFT

Another 57 km of continuous navigation.
After 2 years of works it is now possible to cross the hydropower schemes of Chautagne and Belley (01) via two locks that have just been opened, located respectively on the left bank of the hydropower plants of Anglefort (the Chautagne scheme) and Brens-Virignin (the Belley scheme) on the concession operated by the Compagnie Nationale du Rhône.
These new locks permit crossing heads of almost 18 m and open up an additional 57 km of navigable waterway along a section stretching from Seyssel (74) to Brégnier-Cordon (01) up and downstream of Savières Canal, which provides access to Lake Bourget.
The “Freyssinet” gauge locks (40 m long by 5.25 m wide) allow the passage of pleasure boats in perfect safety thanks to a semi-automatic operating system controlled by the skippers of the boats themselves (or by excursion guides during the summer).
The works required an investment of €39.5 million.
They began in 2008 in the framework of the 1st plan of CNR’s Missions in the General Interest (2004-2008) and ended in June 2010 in the framework of the 2nd MGI Plan (2009-2013).
The first plan called for €125 million, while €160 million have been programmed for the 2nd plan.
CNR’s MGIs focus on 4 main areas:
                 - Navigation and the development of the navigable waterway,
                 - The production of renewable energy,
                 - The environment,
                 - Strengthening the company’s local ties.
Restoring partial navigability to the Upper Rhone will generate new economic dynamism to the adjacent region. Opening the locks should allow professionals in the tourist industry to diversify and enrich the range of services already available in the valley. The additional 57 km should generate an increase in the number of passenger boats for days and half days and develop links with nature and cultural activities along the Rhone such as access to the Via Rhôna, the “Escale Haut Rhône” museum and the future marina with 120 berths planned for summer 2011 in the reach between the two locks of Belley and Chautagne.
These major works requiring the construction of locks in the service of the community have led CNR to return to its historic role as developer of the river for which it has held the concession as operator for 75 years.

CNR in brief
Founded in 1933, the government entrusted Compagnie Nationale du Rhône with the concession of the Rhone to develop and operate it in order to fulfil three missions for the community: hydropower production, improving navigation, and providing water for irrigation and other agricultural requirements.
A designer and operator of hydropower plants, dams and locks on the Rhone, CNR has also developed industrial and port sites, marinas, mooring points and leisure areas on the river. In addition, it capitalises on this expertise gained from developing and operating the Rhone to offer river and hydropower engineering services in France and twenty other countries.
A company at the forefront of sustainable development, CNR takes up the challenge of reducing greenhouse gas emissions through its 100% renewable electricity production on the Rhone, its developments in hydropower, wind power, and solar energy, and its action to promote river transport. A mainly publicly owned company with GDF SUEZ as its chief industrial shareholder, CNR is France’s leading producer of electricity exclusively generated from renewable sources and its 2nd largest electricity producer.
A fully integrated company expert in managing intermittent energies, it sells its energy certified 100% renewable on European markets. In addition, it uses its revenues to carry out an ambitious strategy based on maintaining its production facilities, industrial development missions in the general interest for the benefit of the population of the Rhone Valley.

CNR HAS INAUGURATED ITS FIRST GROUND-BASED SOLAR POWER PLANT

CNR HAS INAUGURATED ITS FIRST GROUND-BASED SOLAR POWER PLANT

Commissioning of the most powerful ground-based solar power plant in the Rhône-Alpes Region.

Installed at Saulce-Sur-Rhône (Drôme), CNR's solar power plant covering 10 ha was inaugurated on Friday 28 May by Michel Margnes, Chairman and CEO of CNR and Gérard Mestrallet, Chairman and CEO of GDF SUEZ, in the presence of Jacques Gérault, Prefect of the Rhône-Alpes Region, Jean-Jacques Queyranne, MP and President of the Rhône Alpes Regional Council, and Didier Guillaume, Senator and President of the Drôme General Council.

At a time when conversations are dominated by the changing energy context and the need to reduce the impact of carbon emissions, the Compagnie Nationale du Rhône, has just commissioned its first ground-based solar power plant. CNR has been statutory operator of the river for over 75 years, and is France's leading exclusively renewable energy producer and second largest electricity producer.

Located at Logis-Neuf, in the municipality of Saulce-sur–Rhône, the plant was built on land belonging to the concession operated by CNR, on the left bank of the headrace canal of the hydropower plant of Bethenod.

The plant's 19,008 solar panels are fixed to the ground and tilted southwards at 25°. They have an installed capacity of 4.1 MWc, i.e. the electrical power of 1,440 households not counting heating, and 5,100 MWh of annual output.

This 10 ha site was chosen as it was an industrial wasteland with exceptional exposure to the sun (2,354 h/yr versus 1,973 on average in France) and because the electricity grid is nearby.

By choosing to equip its power plant with French panels and by privileging local companies, CNR has generated economic repercussions and reduced the impact of greenhouse gas emissions in the region.

What is more, by commissioning this plant, CNR backed by the experience of its "Rhône model", has strengthened its position as leader in the production of 100% renewable energy from climatic sources, an area in which it has reached maturity with its developments in hydropower, wind power and solar energy.
In partnership with associations and local authorities, the Compagnie Nationale du Rhône (CNR) is actively engaged in enhancing the Rhône and its environment, in order to make the river a space devoted to leisure and nautical activities that attract an increasingly large number of people. Every year, the Company carries out a safety information campaign with “Louloute the Otter”, to make known the risks of fast variations in the Rhone’s water levels downstream of the dams.

Heed must be taken of safety rules in all circumstances close to CNR’s hydropower facilities:

-  if the water rises, go immediately to the banks, do not wait;
- obey the messages on the signposts;
- take heed of the signposts signalling that bathing is prohibited and keep close watch over children near the water. The danger is real. It is dangerous to wander along the river bed and on the islands and gravel banks. A sudden rise in the water level can impede or prevent your return to the bank;
- take care, the water can rise very quickly;
- even in good weather, the Rhone can rise in several minutes and cover the islands and gravel banks. Remain on the banks for your own safety.

The novelties in 2009

Louloute targets schoolchildren

As part of its policy of strengthening local ties and communication aimed at neighbouring populations, CNR is carrying out an awareness campaign in public schools. This year, the campaign was launched in March in the form of presentations given by its employees in 24 schools in the Rhone Valley. The programme included:
- CNR’s role and missions, and the safety rules;
- the distribution of Louloute play-and-learn books describing the uses and dangers of the river, a CD-Rom with a copy of CNR’s animated Internet site, T-shirts and bracelets.

Louloute on her bike

The progressive openings of sections of the Viarhôna (the cycle track linking Lake Geneva with the Mediterranean, jointly financed by CNR in the framework of its Missions in the General Interest) are leading to increasing numbers of cyclists along the banks. CNR has therefore created Louloute on a bike to make the public even more aware of the dangers.

As is done every year, the safety campaign is very widely disseminated via different media:
- 560 yellow “Caution, danger” panels are installed along the river;
- 3,000 posters, 30,000 leaflets (in French, English, Spanish, German and Dutch)  and 15,000 educational booklets are distributed at tourist offices, town halls, schools, post-offices, police stations, associations and at tourist sites on the river banks by CNR’s representatives;
- 2011 radio spots are broadcast and 22 inserts are diffused in the regional and specialised press from June to the end of August;
- an interactive animation of Louloute fishing, kayaking, bathing and cycling can be accessed on CNR’s Internet site www.cnr.tm.fr.

La Compagnie Nationale du Rhône s’engage avec la ville de Bourg-Lès-Valence et son Comité des Fêtes dans un partenariat à l’occasion des « Fêtes du Rhône » du 3 au 7 juillet 2009.

In the framework of sustainable development week, CNR is offering a river cruise to discover its many activities on the Rhone.

In the framework of sustainable development week, CNR is offering a river cruise to discover its many activities on the Rhone.

The type of missions carried out by CNR and the way they are funded by the community make it a major actor in sustainable development. Consequently, from 1 to 7 April it is participating for the third consecutive year in Sustainable Development Week, a national annual event sponsored by the Ministry of Ecology, Energy, Sustainable Development and Territorial Planning.

In the framework of its Missions in the General Interest, CNR carries out activities to promote and develop navigation and the waterway, hydropower production and the environment, as well as strengthening local ties. Therefore it took the opportunity of this week organised by MEEDDAT to offer two hours of “River Cruises to the Heart of Sustainable Development” to discover its actions in renewable energy production, navigation and enhancement of the river’s cultural and natural heritage, and its contribution to economic and tourist development between Givors and Roches de Condrieu.

As they cruise along the river, the passengers can discover sites demonstrating CNR’s contribution to sustainable development in the Rhone Valley, such as the Vaugris hydropower plant that produces energy certified 100% renewable.

The dimensions of the wide gauge lock are specifically adapted for river transport and allow the passage of pusher convoys up to 4,400 tons and river-maritime vessels from 1,500 to 2 2,000 tons. More than 5,650 boats passed through the locks in 2008, reaching the targets set for developing river traffic and reducing the saturation of roads and highways in the Rhone Valley, thus lowering greenhouse gas emissions.

During the cruise, CNR will also present the work done to upgrade the captive ferry for tourist purposes at Ampuis, its partnership in the Ile du Beurre ecological restoration project, the industrial zone of Reventin-Vaugris and its many wharves, etc.

The public will embark on Saturday 4 April 2009 at the marina of Roches de Condrieu, the second largest marina on the Rhone with 200 mooring rings, and the port of Givors and the mooring point at Vienne.

This year, CNR has reserved two days exclusively for children on 2 and 3 April, allowing 332 children from 6 primary schools and secondary schools to embark on 4 river cruises to the heart of sustainable development.

Yet again in the framework of “sustainable development week” CNR also organised:
- the donation of a cheque for €15,000 to the Banque Alimentaire du Rhône (Rhone Food Bank) on 1 April.
- The visit on 6 April by the “Robin des Bois” association to the flotsam recovery centre at Pierre-Bénite in the framework of a workgroup set up by MEEDAT.
- The maintenance of the electric bicycles made available (since 2008) to its employees at CNR’s head office, in the framework of the Company Mobility Plan.

Lyon Edouard Herriot: 70 years as France’s leading inland port

Lyon Edouard Herriot: 70 years as France’s leading inland port

PLEH, the Compagnie Nationale du Rhône’s first historic development, celebrated its 70th anniversary on Friday 27 March 2009. There to mark the occasion were Michel Margnes, CNR’s Chairman and CEO and Jean-François Cirelli, Vice-Chairman and Deputy CEO of GDF-SUEZ, along with Gérard Collomb, Senator-Mayor of Lyon and President of Greater Lyon, and Marc Papinutti, the Director of Transport Infrastructures at the General Division of Infrastructures, Transport and the Sea (Ministry of Ecology, Energy, Sustainable Development and Territorial Planning)

From 44,000 tons of goods in 1939 to nearly 11 million tons in 2009
PLEH, CNR’s first construction and the key development for river traffic in the Rhone-Mediterranean basin, was commissioned in 1938 and 1939. Initially it was intended as a large industrial port open to international river-maritime trade, though since it has become a staging point for Marseille-Fos and France’s largest inland container point, all modes of transport considered.

Linked directly with the Saône river, the Mediterranean Sea, the French railway network and major European highways, it enjoys a strategic position that greatly contributes to the economic dynamism and influence of the city of Lyon and the Rhone-Alps Region. With growth in goods traffic reaching 17% from 2002 to 2008, it satisfies the need to develop river traffic and relieve bottlenecks in the Rhone valley.

A high performance infrastructure at the heart of sustainable development
Designed from the outset as a multimodal port, PLEH responds perfectly to the targets of the Grenelle Environment initiative to double the share of rail and river freight transport from now until 2020 as part of the combat to reduce greenhouse gas emissions.
The annual outlook for switching from road to river freight transport in the Rhone-Saone basin is a minimum of 200,000 HVs, i.e. 5 million tons. The aim is to double the tonnage transported on the waterway, meaning an increase from 7 million tons today to 12 million tons by 2015.
Heavily committed to promoting river transport, CNR has made developing navigation one of the priorities of its Missions in the General Interest and is devoting €128.6 million for this purpose over the period 2004-2013.
The commissioning in 2007 of a second container terminal at Port de Lyon Edouard Herriot is part of this strategy, which also includes a memorandum of intention to use the waterway for PLEH signed between CNR, the government, VNF and six hypermarket chains. The memorandum sets the goal of achieving an annual transfer from road to river transport of 11,700 TEU*, meaning 5,850 HVs or 81,600 tons, i.e. a saving of 1,469 equivalent tons of CO2 and 499 TOE.
Linked to 550 Km of waterway (Rhone and Saone rivers), the Port is equipped with a container terminal and a gantry crane for heavy loads, and it served by every mode of transport: river, river-maritime, rail, road and pipeline. In September 2005, a partnership charter signed between CNR, the government, Greater Lyon, the Rhone-Alpes region and Voies Navigables de France confirmed the existence of the Port in its current loc ation with priority given to river transport and access to the city.

* TEU: Twenty foot equivalent unit

Fri, 27 Mar 2009
